THURSDAY, JUNE 1, 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Thursday, June 1, 1995 at the Sara Lee Training Center, beginning <br />at 10:00 A.M. All members of Council were present: George B. Adams, <br />Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; <br />and Clyde L. Williams. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to <br />waive its normal, per-meeting pay for this special work session. <br /> <br />City Manager Earl B. Reynolds, Jr., stated the purpose of the meeting, <br />which was to consider a report on the possible expansion or new <br />construction of the City Jail and to consider a report on the possible <br />construction of a spectator gymnasium at the High School. <br /> <br />Rayford B. Smith, of Smith and Beasley, Architects and Engineers, <br />reviewed three potential scenarios regarding the City Jail: (1) <br />additions and renovations to the existing Jail building; (2) <br />construction of a new 128 bed jail on the west side of Moss Street; and <br />(3) construction of a new 98 bed jail on the west side of Moss Street <br />and the conversion of the existing building into a woman's jail. Mr. <br />Smith emphasized that the plans which were being presented were <br />conceptual in nature, not final design. <br /> <br />Plan A, Renovations to Existing Jail, provided for a rated capacity of <br />66 beds, with 12,956 square feet of additional space and 1,696 square <br />feet of renovated space. The estimated cost of this plan was <br />$2,289,000. The advantages to this plan were listed as: (1) least <br />initial cost; (2) shortest time to occupancy; (3) ad3acent to <br /> <br /> <br />
