THURSDAY, JUNE 1, 1995

A special and duly-called meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was
held Thursday, June 1, 1995 at the Sara Lee Training Center, beginning
at 10:00 A.M. All members of Council were present: George B. Adams,
Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague;
and Clyde L. Williams.

Upon motion, duly seconded and by unanimous vote, Council decided to
waive its normal, per-meeting pay for this special work session.

City Manager Earl B. Reynolds, Jr., stated the purpose of the meeting,
which was to consider a report on the possible expansion or new
construction of the City Jail and to consider a report on the possible
construction of a spectator gymnasium at the High School.

Rayford B. Smith, of Smith and Beasley, Architects and Engineers,
reviewed three potential scenarios regarding the City Jail: (1)
additions and renovations to the existing Jail building; (2)
construction of a new 128 bed jail on the west side of Moss Street; and
(3) construction of a new 98 bed jail on the west side of Moss Street
and the conversion of the existing building into a woman's jail. Mr.
Smith emphasized that the plans which were being presented were
conceptual in nature, not final design.

Plan A, Renovations to Existing Jail, provided for a rated capacity of
66 beds, with 12,956 square feet of additional space and 1,696 square
feet of renovated space. The estimated cost of this plan was
$2,289,000. The advantages to this plan were listed as: (1) least
initial cost; (2) shortest time to occupancy; (3) ad3acent to
