THURSDAY, APRIL 13, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, April 13, 1995 in the Circuit Courtroom, City Hall, <br />beginning at 9:00 A..M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde Lj. Willjams. <br /> <br />Also in attendance were members of the Martinsville City School Board: <br />Judith Matthews, Chairman; Bernie F. Gray,.-Jr.; James H. Johnson, Jr.; <br />and William A. Shackleford, Sr. Absent wasVice-Chairman J. A. "Sonny" <br />Dykes. ~! <br /> <br />The purpose of the Special Meeting was to conduct a work session with <br />the School Board to consider the School Division's FY 95-96 Budget <br />request. Superintendent of Schools S. Harold Lamm began the meeting by <br />reading the School Division's Mission Statement and described the <br />School Board's budget proposal as three-tiered: (1) a "zero-based" <br />budget; (2) a "maintenance" budget; and (3) a supplemental budget. The <br />"zero-based" budget was geared toward developing a proposal which would <br />have the same budget level for FY 95-96 as FY 94-95, but not the same <br />level of programs. The major programmatic reduction in the "zero- <br />based" budget was the reduction of three teaching positions and one <br />office assistant position. The "maintenance" budget, which required an <br />additional $619,625 in funding, proposed to continue the same level of <br />programs as FY 94-95.
