WEDNESDAY, APRIL 12, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr., presiding, was <br />held Wednesday, April 12, 1995, in the Council Chamber, City Hall, <br />beginning at 9:00 A.M. for the purpose of conducting a work session <br />with the City's Department Heads on the FY95-96 Budget. The following <br />members of Council were present: George B. Adams, Jr., Mayor; L. D. <br />Oakes, Vice-Mayor; Mark A. Crabtree, M. Gene Teague; and Clyde L. <br />Williams. <br /> <br />Mayor Adams called the meeting to order and asked City Manager Earl B. <br />Reynolds, Jr., to address the Council regarding his proposed budget for <br />FY95-96. <br /> <br />City Manager Reynolds noted the proposed Budget did not contain a tax <br />rate increase and that the Department Managers and overall financial <br />management of the City are to be commended for this accomplishment. <br />There is a Supplemental Budget I and II that needs to be addressed <br />either in this budget year or future budgets. The Budget Theme is <br />Laying the Foundation for the Future; the Budget Goal is to Create <br />Opportunities for Individual, Community, and Corporate Growth and <br />Success; and the Budget Strategies are to develop sound financial <br />management policies that will guide expenditure/revenue decisions; <br />enhance community development efforts through commercial/retail and <br />housing rehabilitation/new construction; control the rate of growth of <br />government expenditures by looking internally for savings, consolidate <br />functions where appropriate, and only add functions which enhance the <br />community's ability to grow revenue and stabilize expenditures; and <br />explore private sector options for the provision of some municipal <br />services.
