THURSDAY. APRIL 6, 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, April 6, 1995 in Room 200, City Hall, beginning at 10:30 <br />A.M. All members of Council were present: George B. Adams, Jr., <br />Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Willjams. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council voted to <br />waive its normal per meeting pay for this work session. <br /> <br />City Manager Earl B. Reynolds, Jr. opened the meeting by stating that <br />the session would focus on solid waste and the proposed Refuse Fund <br />budget for FY 1995-96. Director of Public Works Leon E. Towarnicki <br />introduced Jeff Joyce as the newly-hired Landfill Manager. <br /> <br />In discussing the future expenses resulting from closure and post- <br />closure monitoring of the Landfill, it was noted that the Refuse Fund <br />is estimated to have $3 million for these expenses by June 30, 1996. <br />The five year plan for the Landfill is to set aside $300,000 each year <br />for closure costs. There followed a line by line review of the Refuse <br />Fund Budget, with Mr. Reynolds and Mr. Towarnicki responding to <br />questions from the members of Council. It was noted that the budget <br />contains $30,000 for recycling expenses, $75,000 for professional <br />services on development of a new Landfill, $10,000 for funding of the <br />Clean Community Commission, and a transfer to the Stores Fund of <br />$17,792. The transfer to Stores is a result of a change in policy <br />whereby the transfer from the General Fund is capped at $20,000, with <br />$50,000 being transferred from the Water, Sewer, and Electric Funds. <br /> <br /> <br />
