46 <br /> <br />WEDNESDAY, JANUARY 18, 1995 <br /> <br />The Board and Council considered adoption of separate Resolutions <br />supporting an application for a "Planning Implementation Grant" through <br />the Virginia School-to-Work initiative. The planning grant is being <br />developed as a project for entities within Region 10 of the Governor's <br />Economic Development Advisory Council, which includes the cities of <br />Danville, Martinsville and South Boston and the counties of Halifax, <br />Henry, Patrick, and Pittsylvania. Mr. Bob Humkey, of the Patrick Henry <br />Development Council, was present to explain the concept of the School- <br />to-Work initiative and to express support for the planning grant. Upon <br />motion, duly seconded, and by unanimous vote, the Board of Supervisors <br />adopted a Resolution in support of the planning grant. Upon motion, <br />duly seconded and by unanimous vote, Council adopted the following <br />Resolution: <br /> <br />WHEREAS, it is believed that a strategic economic development plan is <br />critical to the success and future of any community; and <br /> <br />WHEREAS, it is recognized that sustained economic growth can only be <br />achieved when a true school-to-work partnership exists between <br />government, education, business, and industry; and <br /> <br />WHEREAS, organizations from government, education, business, and <br />industry within Region 10 of the Governor's Economic Development <br />Advisory Council have decided to form a partnership in support of a <br />regional school-to-work transition process; now, therefore, <br /> <br />BE IT RESOLVED, by the Council of the City of Martinsville, Virginia, <br />assembled this 18th day of January, 1995, that it does hereby express <br />its full support for this regional approach for planning and <br />implementation of a school-to-work transition system; and <br /> <br />BE IT FURTHER RESOLVED by said Council that it does hereby support the <br />Danville Community College acting as the agency of record for said <br />region and on behalf of the Regional Partnership applying for "Planning <br />Implementation Grants" through the Virginia School-to-Work initiative. <br /> <br />In a matter relating to the January 12, 1995 work session of City <br />Council, the Council and Board asked the City and County staff to study <br />the issues raised by Mr. Tom Barry, who presented a report on the <br />City's Jail and Prison Farm operations.
