20 <br /> <br />THURSDAY. JANUARY 5. 1995 <br /> <br />A special and duly-called meeting of the Council.of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, January 5, 1995 in the Circuit Courtroom, City Hall, <br />beginning at 12:00 P.M. for the purpose of conducting a joint meeting <br />with the Martinsville City School Board in order to brief area <br />legislators on issues of concern in the upcoming session of the General <br />Assembly. All members of Council were present: George B. Adams, Jr., <br />Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Willjams. <br /> <br />Also in attendance were members of the Martinsville City School Board: <br />Judith Matthews, Chairman; J. A. "Sonny" Dyches, Vice-Chairman; Bernie <br />F. Gray, Jr.; James H. Johnson, Jr.; and William A. Shackleford, Sr. <br /> <br />The Council and School Board were joined by Senator Virgil H. Goode, <br />Jr., Delegate Wm. Roscoe Reynolds and Delegate Ward Armstrong. <br /> <br />After the invocation, followed by Mayor Adams cordial welcome to <br />visitors present, the Mayor and the School Board Chairman individually <br />called the meeting to order. <br /> <br />The meeting began with a summary of the 1995 Legislative Program as <br />presented by City Manager Earl B. Reynolds, Jr. and School <br />Superintendent S. Harold Lamm. Among the issues highlighted by Mr. <br />Reynolds were effective local government, the elimination or reduction <br />in unfunded mandates, educational funding, clarification of State and <br />local responsibilities, the Governor's Advisory Commission on the <br />Dillon Rule and Local Government, revenue and finance issues, and the <br />special needs of cities without annexation power.
