TUESDAY, DECEMBER 13, 1994 <br />record reflect that his vote in the affirmative to set a public hearing <br />for December 13, 1994 on an amendment to the City's Charter regarding <br />the elimination of the cap on the level of real and personal property <br />taxes was based on a misunderstanding of the motion made to set the <br />public hearing. Mayor Adams stated that he believed the motion setting <br />the public hearing was on a Charter amendment which would remove the <br />cap on personal property taxes only. <br /> <br />!3 <br /> <br />A retirement stipend was presented to Charles Edward Ashby, Water <br />Purification Plant Supervisor, 1970-94 (Mr. Ashby was not present). <br /> <br />Council then conducted a Neighborhood Town Meeting, with the following <br />individuals making comments: (1) Lafayette Jones, 501 Second Street, <br />expressed concern about the condition of restroom facilities in the <br />City Schools, stating that Council should authorize funding-to the <br />School Board to make repairs to them; Mr. Jones also expressed concern <br />regarding a large number of stray dogs in the area near Second Street; <br />and (2) Barry Morrison, 910 Vine Street, cited a possible need for a <br />flashing light to alert motorists of the stop sign at the intersection <br />of Clearview Drive and Barrows Mill Road; Mr. Morrison also expressed <br />concern over the need for improvements to the intersection of Liberty <br />Street and Clearview Drive; finally, Mr. Morrison stated that <br />individuals were often parked in cars near Clearview School during the <br />evening hours and suggested additional security lighting be installed. <br />In response to Mr. Morrison's concerns, Councilman Willjams said the <br />Transportation Safety Commission would be making a recommendation on <br />the Clearview/Barrows Mill Road intersection. City Manager Earl B. <br />Reynolds, Jr. stated that the Liberty/Clearview intersection was at the <br />top of the waiting list of VDOT construction projects, with the <br /> <br /> <br />
