4 <br /> <br />TUESDAY, NOVEMBER 29, 1994 <br /> <br />effort are: (1) retired people and those on fixed incomes; (2) couples <br />and families who do not have children at home; (3) individuals who are <br />unemployed or underemployed; (4) individuals who are undereducated <br />themselves; (5) people who do not vote; (6) individuals who pay no <br />taxes; (7) those with children in private schools; and (8) people who <br />do not care. <br /> <br />The groups then discussed building a public information system. They <br /> <br />noted that if such a system is to be successful, Council and the School <br /> <br />Board must: (1) identify what issues must be clarified and what <br /> <br />concepts must be sold; (2) examine other successful public information <br /> <br />models and emulate them when possible; (3) put priorities on the issues <br /> <br />that must be sold and build a long-term plan of public education; (4) <br /> <br />add public education to the priority list of all opportunities the City <br /> <br />has to inform the public (i.e. City newsletter); (5) simplify the <br /> <br />message to the fullest extent possible; (6) involve the press and media <br /> <br />in the oversight of education; (7) convince the media to increase its <br /> <br />reporting of education matters and issues that impact public education; <br /> <br />(8) consider creating a public information position that would be <br /> <br />shared by ~6th the City and Schools; (9) eliminate blocks that prevent <br />the media .And public from observing education and its impact in the <br />community; ! and ( 10 ) cause a public information strategy to be <br />developed. To that end, those in attendance agreed that: <br /> <br /> The Martinsville City Council and the Martinsville City <br /> School Board will develop a joint plan for providing public <br /> information to the community on those programs determined to <br /> be critical to the development of the best educational system <br />,= possible. <br /> <br />The groups agreed that a task force will b e appointed by the Mayor and <br /> <br />Chairman of the School Board to assist in the creation of strategies <br /> <br /> <br />
