TUESDAY, NOVEMBER 29. 1994 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday,t November 29, 1994 at Sara Lee Knit Products, Cleveland <br />Avenue, beginning at 9:30 A.M. All members of Council were present: <br />George B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; <br />M. Gene Teague; and Clyde L. Williams. <br /> <br />Also present were the following members of the Martinsville City School <br />Board: Judy Matthews, Chairman; Bernie F. Gray, Jr.; James H. Johnson, <br />Jr.; and William A. Shackleford, Sr. Facilitating the meeting was R. <br />David Blackman, of Blackman & Associates. <br /> <br />Mr. Blackman began by reviewing the summary of the Council/School Board <br />retreat which was held October 26, 1993. It was the consensus of the <br />Council and School Board that previous retreats between the two groups <br />had produced positive results and that such retreats should continue to <br />be scheduled each year. <br /> <br />It was noted that the 1993-94 City Audit had shown that School Division <br />expenditures had exceeded the appropriations authorized by Council in <br />the FY 93-94 budget. Ron Epperly, Asst. Superintendent for Business <br />and Finance, reviewed the various line items which had caused the <br />overexpenditures. Both City and School Administrative personnel noted <br />that systems have now been put into place to track encumbrances in <br />order to avoid this situation in the future. Both bodies agreed that <br />in the future the School Board: (1) will advise City Council when they <br />are implementing mandates; (2) would see that financial tracking <br />systems are in place to prevent, as much as possible, future surprises <br />in the budget; (3) will alert City Council in a timely ·fashion <br /> <br /> <br />
