THURSDAY, OCTOBER 3, 1996 <br /> <br />would be beneficial, although noting that it would not work in every <br />instance. <br /> <br />Ms. Conrad briefly reviewed the Administration's plan to reorient the <br />State Set-Off Debt Collection Program from the City Finance Department <br />to the Department of Social Services. Currently, the Finance <br />Department processes the paperwork for the program, which involves an <br />effort to intercept State tax refund monies destined for those who have <br /> <br />committed fraud in the Food Stamp and AFDC programs. The <br /> <br />Administration wishes to turn this responsibility over to the Social <br />Services Department, which will result in the City not being subject to <br />the administrative fee charged to local governments by the Department <br />of Taxation. In order to make this change, an authorization letter <br />would need to be sent by the Mayor to the State giving the Social <br />Services Department permission to participate in the 'program. City <br />Manager Earl B. Reynolds, Jr. noted this matter would be brought to <br />Council for action during its October 8, 1996 meeting. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the possible acquisition of property for public purposes, <br />as authorized by Subsection 3. At the conclusion of this Executive <br />Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said <br />Executive Session; and (2) only those business matters identified in <br />the motion convening the Executive Session were heard, discussed or <br />considered during said Session. <br /> <br /> <br />
