THURSDAY. OCTOBER 3, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, October 3, 1996 at the Sara Lee Training Center, Market <br />Street, beginning at 11:00 A.M. All members of Council were present: <br />George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. <br />Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to <br />waive its normal, per-meeting pay for this work session. <br /> <br />Council heard a presentation on Piedmont Community Services. Executive <br />Director James Tobin along with Board Members Sylvia Smith and Raymond <br />Dietz were present to review the Agency's programs. Mr. Tobin said <br />Piedmont Community Services is the agent of Franklin County, Henry <br />County, Patrick County, and Martinsville for mental health, mental <br />retardation and substance abuse services. Mr. Tobin stated the Agency <br />had begun a self-study process in September, 1995 which resulted in a <br />reorganization effective July 15, 1996. The reorganization involved <br />changing from a disability-driven system to a functional system. The <br />previous structure was divided as follows: mental health services, <br />mental retardation services, substance abuse services, and accounting. <br />The new structure has the following divisions: clinical services, <br />community support services, children/prevention, and administrative <br />support. Mr. Tobin noted the goals of reorganization were as follows: <br />(1) create one seamless system of services; (2) replace the disability <br />divisions; (3) protect existing expertise; (4) create a single intake <br />process; and (5) enhance administrative ability. <br /> <br />Mr. Tobin noted the trend of decreasing admissions at State hospitals <br /> <br /> <br />
