THURSDAY, SEPTEMBER 5, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, September 5, 1996 at the Sara Lee Training Center, <br />Market Street, beginning at 9:00 A.M. All members of Council were <br />present: George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; <br />Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to <br />waive its normal, per-meeting pay for this work session. <br /> <br />The first item discussed was the Clearview Business Park. Tom Harned, <br />Assistant to the City Manager for Development, and Sam McGhee, of <br />Mattern & Craig Consulting Engineers, were present to review the <br />proposed improvements to the park and to review potential funding for <br />development. Mr. Harned stated the City had spent S29,000 to date on <br />the project for preliminary design and engineering work. He noted <br />Council would be requested to provide $186,250 at the next regular <br />Council meeting. This amount included $20,000 for general economic <br />development assistance, $42,000 for environmental/geotechnical <br />investigations, and $124,250 for design services involving street <br />construction, lighting, landscaping, water, sanitary sewer, storm water <br />management and site grading of three lots. Mr. Harned noted the total <br />project cost was estimated to be $1,878,100, with the lowest net cost <br />to the City being $104,750. Outside funding is anticipated as follows: <br />$450,000 from the Virginia Department of Transportation, $700,000 from <br />the Economic Development Administration, and $700,000 from the Virginia <br />Department of Housing and Community Development.
