THURSDAY, JULY 25, 1996 <br />Dallas stated it seemed that some individuals in the community want to <br />discourage voter participation. <br /> <br />203 <br /> <br />Ms. Adams stated the Board's voter education effort regarding the new <br />machines would be more effective if it preceded a general election. <br /> <br />Members of the public speaking against implementation of the new <br />technology for the November, 1996 General Election were Lafayette <br />Jones, 502 Second Street, Stan Mohammed, William B. Muse, 611 First <br />Street, Clyde L. Willjams, 607 Firs~ ~eet, and J. B. Travis, 401 <br />Fifth Street. <br /> <br />Council Member Teague said the issue of which body has the authority to <br />decide this matter (the Electoral Board or Council) should be resolved <br />prior to Council making a final decision. Mayor Adams said this is why <br />he was in favor of delaying submission of the Ordinance. <br /> <br />Council Member Haskell said there is no problem with the new voting <br />technology. She stated Council's goal is to minimize the loss of voter <br />participation and that her concern was that this is a matter of <br />perception. Council Member Haskell said perception is reality and the <br />more people are educated regarding an upcoming change, the more they <br />will hesitate to participate. Council Member Teague, also noting the <br />issue as being one of perception, said that seeing the new machine <br />demonstrated would not convince people that its use will not lower <br />voter participation. <br /> <br />No motion was made to alter Council's action of July 23, 1996 regarding <br />Ordinance No. 96-6. <br /> <br /> <br />
