All members of Council were present: George B.
Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene
Teague; and Clyde L. Willjams.

Prior to the beginning of the meeting, a ceremony was held in honor of
retiring Council Members Clyde L. Williams and L. D. Oakes. Both
Councilmen were presented with proclamations, keys to the City, and
retirement gifts. Both Councilman Williams and Vice-Mayor Oakes
expressed appreciation to their families, fellow Council Members, and
members of the City Administration, past and present, for their support
during their years of service on Council. Vice-Mayor Oakes served five
terms and Councilman Willjams had served three terms.

After the invocation, Council approved the minutes of its meetings of
June 11 and 19, 1996 as circulated.

Council then conducted a neighborhood town meeting. Mike Spence, News
Director of WHEE Radio, announced that he would be leaving his position
in order to join the Magistrate's Office of the 21st Judicial District.
Mr. Spence expressed appreciation to the Council and City
Administration for the positive working relationship he had enjoyed
with them.
