THURSDAY, MAY 23, 1996 <br />purposes of funding School Division technology needs. <br /> <br />Mr. Reynolds reviewed the effect of providing salary increases for <br />School Division and City employees under the joint City/Schools pay <br />plan. The City Manager's proposed budget provided 2% salary increases <br />effective July 1, 1996 plus a 1% one-time, pay-for-performance stipend. <br />In response to an earlier inquiry from Vice-Mayor Oakes, Mr. Reynolds <br />provided information on the effect of granting the increases December <br />1, 1996 rather than July 1, which demonstrated a potential savings of <br />$171,990. There was no motion made to amend the City Manager's <br />proposal for salary increases effective July 1. <br /> <br />Councilman Teague stated he supported amending the City Manager's <br />proposal by providing an additional $100,000 for School Division <br />technology funding, noting that he felt the budget did not provide <br />adequate funds to equip the new Middle School with computer technology. <br />Upon motion, duly seconded and by unanimous vote, Council voted to fund <br />an additional $100,000 for Middle School technology needs. <br /> <br />Council reviewed the proposed funding for outside agencies. Vice-Mayor <br />Oakes stated he was concerned about the number of outside agencies <br />being funded by the City and the growing annual expense of funding the <br />agencies. Vice-Mayor Oakes recommended that over the next year this <br />issue be evaluated for developing a policy or goal for outside agency <br />funding. Councilman Crabtree stated he supported the commitment of <br />funds for the Piedmont Arts Association building program for future <br />years. Upon motion, duly seconded and by unanimous vote, Council <br />approved the outside agency funding requests as recommended by the City <br />Manager. <br /> <br /> <br />
