WEDNESDAY, APRIL 24, 1996 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Wednesday, April 24, 1996 in the Council Chamber, City Hall, <br />beginning at 12:00 Noon. All members of Council were present: George <br />B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. <br />Gene Teague; and Clyde L. Willjams. <br /> <br />J. 41 <br /> <br />The purpose of this special meeting was to conduct a work session <br />regarding the City Manager's proposed FY 96-97 Budget. The Mayor, <br />noting the proposed $3.3 million decrease to overall fund balances, <br />distributed a sheet to the members of Council listing possible methods <br />to eliminate this decrease. Listed were the following: (1) a property <br />tax increase; (2) a water/sewer rate increase; (3) initiate additional <br />revenue sources; (4) reduce expenditures; and (5) a combination of <br />these items. <br /> <br />During the course of the six-hour work session, Council reviewed, page- <br />by-page, the following budgets: City Council, City Manager, <br />Purchasing, Human Resources, Customer Services, Police, Finance, <br />Information Systems, Fire, Community Development, Social Services, <br />Safety, and a portion of Public Works. Members of City staff responded <br />to numerous inquiries regarding specific budget line items. <br /> <br />No action was taken regarding the budget items discussed. <br /> <br />There being no other business to consider, Mayor Adams declared the <br />meeting adjourned. <br /> <br /> f of Council <br /> Lace~G~.
