].38 <br /> <br />TUESDAY, APRIL 23, 1996 <br /> <br />Council considered approval of a request by the Police Department to <br />apply for a continuation of its Intensified Drug Enforcement Assistance <br />grant through the Virginia Department of Criminal Justice Services. <br />Mr. Reynolds explained this would be the third year of the grant, which <br />would provide 75% of funding for the salaries and fringe benefits of <br />two additional police officers utilized in the community-oriented <br />policing program. The total amount of the grant is 866,760, with the <br />City's match being $16,689. In response to a question from Mayor <br />Adams, Chief of Police David Edwards stated he would provide Council <br />with a report on the impact of the program on the citizens of the <br />target area. Upon motion, duly seconded and by unanimous vote, Council <br />authorized the grant application. <br /> <br />Council considered approval of a video magistration system between the <br />City Municipal Building and the new Henry County Courthouse. Assistant <br />City Manager Dewey Cashwell noted the City had obtained quotes from <br />three vendors, with only Adelphia Cable and Sprint/Centel being able to <br />provide and maintain fiber optic cable. Mr. Cashwell recommended an <br />agreement be executed with Adelphia Cable, which bid an initial cost of <br />$50,000 plus $1,000 per month for 60 months. Ms. Angela Espinoza, <br />representing Sprint/Centel, asked that representatives of Council visit <br />similar sites installed and maintained by each vendor to ensure that <br />the same technology was being bid. Mr. Cashwell noted that <br />specifications had not been developed for this project, due to the <br />necessity of placing an order in May, 1996 to have the system in <br />operation by November or December, 1996, which is the time the new <br />Courthouse is expected to be operational. After much discussion, and <br />upon motion, duly seconded and by unanimous vote, Council delayed <br />consideration of this matter until its meeting scheduled for May 1, <br /> <br /> <br />
