128 <br /> <br />TUESDAY, APRIL 9, 1996 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, April 9, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its March 26, 1996 <br />meeting as amended. <br /> <br />Under Business From the Floor the following persons commented: (1) <br />Gloria Hylton, 402 Second Street, expressed appreciation to City Staff <br />for correcting a drainage problem on "B" Street; in response to a <br />question from Ms. Hylton, City Manager Earl B. Reynolds, Jr. stated the <br />City Engineer was reviewing the possible construction of curb and <br />gutter on "B" Street between First and Second Streets; finally, Ms. <br />Hylton inquired as to local laws against illegal dumping, such as the <br />recent dumping off of Brookdale Road, to which the Mayor responded that <br />enforcement of laws against illegal dumping'is the job of the State <br />Department of Environmental Quality; and (2) J. B. Travis, 401 Fifth <br />Street, cited a storm drainage problem on "B" Street. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />appointment of Wayne O. Withers, Jr. as Assistant Commonwealth's <br />Attorney. The appointment was recommended for Council's approval by <br />Commonwealth's Attorney J. Randolph Smith, Jr. <br /> <br />Council heard a presentation of awards received from the Virginia <br /> <br /> <br />
