108 <br /> <br />TUESDAY, FEBRUARY 27, 1996 <br /> <br />The second report was an update on the activities of the Association. <br />Ms. Vannoy reported that MURA had organized its Board into four main <br />committees:' Design-, Promotion, Economic Restructuring, and <br />Organization. All Committees have developed work plans and many <br />activities are underway. The members of Council expressed appreciation <br />to Ms. Vannoy for her reports. <br /> <br />Council acknowledged a financial report for the month ending January <br />31, 1996. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />Councilman Williams said he had met with a group of residents of <br />Rivermont Apartments who were concerned with Police response to the <br />Apartments and with a lack of recreational opportunities for children <br />who reside there; Mr. Reynolds stated he would follow up on these <br />issues; (2) Councilman Crabtree requested information on the student <br />population in the City Schools over the last 15 years and also <br />requested a future pro3ection of the population by class; Mr. Reynolds <br />said he would request the information from the School Division; and (3) <br />upon motion, duly seconded and by unanimous vote, Council approved a <br />Resolution, to be written by the City Manager, which would request that <br />the City be exempted from the proposed moratorium on 3ail construction <br />reimbursement and on increased staffing and other operational expenses <br />which was being considered by the 1996 General Assembly. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the following matters: (1) an appointment to the Office <br /> <br /> <br />
