TUESDAY, FEBRUARY 13, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, February 13, 1996 in the Conference Room at Tultex <br />Corporation's Uptown Office, beginning at 12:00 Noon for the purpose of <br />receiving a presentation on the proposed future use of the Municipal <br />Building and surrounding properties. The following members of Council <br />were present: George B. Adams, Jr., Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. Absent was Vice-Mayor L. D. Oakes, who <br />was away from the City. <br /> <br />Mayor Adams called the meeting to order and asked City Manager Earl B. <br />Reynolds, Jr., to address the Council regarding this meeting. <br /> <br />City Manager Reynolds explained there were several projects under <br />consideration that had created a need to do some long-range planning in <br />order to implement them in an orderly fashion. The immediate need, <br />more 3all space, had prompted Council to acquire the services of <br />Strollo, Inc., Architects, to complete the planning stages to expand <br />the City Jail. In discussions regarding the project, it became <br />apparent that any expansion of the Jail on the City's existing <br />Municipal Complex was going to have a ripple effect on other activities <br />and programs. Therefore, it was felt that an overall review of the <br />existing Municipal Complex and the surrounding area was necessary to <br />develop a Master Plan for the future. <br /> <br />David Reeves, Development Specialist, introduced Jim and Larry Strollo, <br />architects, of Strollo, Inc., of Orlando, Florida. Mr. Jim Strollo <br />began to explain the proposed plan, noting it was only a conceptual <br />design. No decisions or commitments have been made, nor has a <br /> <br /> <br />
