TUESDAY, FEBRUARY 13, 1996

A special and duly-called meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Tuesday, February 13, 1996 in the Conference Room at Tultex
Corporation's Uptown Office, beginning at 12:00 Noon for the purpose of
receiving a presentation on the proposed future use of the Municipal
Building and surrounding properties. The following members of Council
were present: George B. Adams, Jr., Mayor; Mark A. Crabtree; M. Gene
Teague; and Clyde L. Williams. Absent was Vice-Mayor L. D. Oakes, who
was away from the City.

Mayor Adams called the meeting to order and asked City Manager Earl B.
Reynolds, Jr., to address the Council regarding this meeting.

City Manager Reynolds explained there were several projects under
consideration that had created a need to do some long-range planning in
order to implement them in an orderly fashion. In discussions regarding the project, it became
apparent that any expansion of the Jail on the City's existing
Municipal Complex was going to have a ripple effect on other activities
and programs. Therefore, it was felt that an overall review of the
existing Municipal Complex and the surrounding area was necessary to
develop a Master Plan for the future.

David Reeves, Development Specialist, introduced Jim and Larry Strollo,
architects, of Strollo, Inc., of Orlando, Florida. Mr. Jim Strollo
began to explain the proposed plan, noting it was only a conceptual
design. No decisions or commitments have been made, nor has a
