TUESDAY, JANUARY 9. 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, January 9, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />December 7 and'12, 1995 as circulated. <br /> <br />Council recognized the following City retirees: Terry L. Roop, Chief <br />of Police, 1964-95; I. E. "Sonny" Asburry, Police Lieutenant, 1969-95 <br />(both of whom were present); and George Turner, Assistant Fire Chief, <br />1964-95. <br /> <br />Council considered adoption, on an emergency basis, Ordinance No. 96-1 <br />amending the City's Business, Professional and Occupational License <br />(BPOL) Tax Ordinance. City Manager Earl B. Reynolds, Jr. explained <br />that during the 1995 Session of the General Assembly, the Governor <br />proposed to eliminate the BPOL tax. As a result, the Virginia <br />Municipal League prepared a model BPOL Tax Ordinance and urged all <br />localities to adopt it in an effort to obtain uniform administration. <br />Mr. Reynolds stated the proposed Ordinance was being presented on an <br />emergency basis in order to have it in effect at the beginning of the <br />1996 General Assembly Session. The proposed Ordinance did not amend <br />the current BPOL tax rates. J. Ronnie Minter, Commissioner of Revenue, <br />was present to respond to questions from the members of Council and <br />noted several minor changes which needed to be made to the Ordinance <br /> <br /> <br />
