In the event that the City of Martinsville, through its own <br />agents or employees, removes any such motor vehicles, trailers or semi- <br />trailers from said premises, it shall, within five business days after <br />said removal, give written notice to said owner, delivered to said <br />owners aforesaid, that in the event that said owner does not reclaim <br />the inoperative vehicle within twenty-one days after the date of said <br />notice upon payment of costs of removal, may result in the inoperative <br />vehicle being disposed of by the City and that the owner will be liable <br />for the cost of removal and disposal of said inoperative vehicle, or <br />vehicles. <br /> <br /> 4. In the event that any such inoperative vehicle is not <br />reclaimed by the owner then the City of Martinsville, acting by its own <br />agents or employees, shall dispose of same, by sale at public auction <br />or otherwise, and the cost of any such removal and disposal shall be <br />chargeable to the owner of the vehicle or premises and may be collected <br />by the City as taxes and levies are collected and every cost authorized <br />by this ordinance with which the owner of the premises has been <br />assessed shall constitute a lien against the property from which the <br />vehicle was removed, the lien to continue until actual payment of such <br />costs has been made to the City of Martinsville. <br /> <br />Council considered adoption of a Resolution approving a request by <br />Memorial Hospital of Martinsville and Henry County for the Martinsville <br />Industrial Development Authority to issue revenue bonds in an amount <br />estimated at $6,500,000, but not to exceed $6,750,000. Joseph Roach, <br />Chief Executive Officer of Memorial Hospital, and E. Kent Willjams, <br />Controller, were present to review the Hospital's plans for improving <br />its physical infrastructure. Mr. Roach stated approximately $4 million <br />would be spent for infrastructure improvements and $2.5 million would <br />be spent for miscellaneous equipment. Mr. Roach also reported the <br />Hospital was in the process of reducing its inpatient beds from 264 to <br />150. Mr. Roach responded to numerous questions by the members of <br />Council regarding the Hospital's future plans. Upon motion, duly <br />seconded and by unanimous vote, the following Resolution was adopted: <br /> <br />WHEREAS, Memorial Hospital of Martinsville and Henry County (the <br />"Hospital") has requested the Industrial Development Authority of the <br />City of Martinsville, Virginia (the "Authority"), to issue bonds in the <br />form of a hospital revenue note (the "Note") pursuant to a plan of <br />finance in an amount not to exceed $6,750,000 to assist the Hospital in <br /> <br /> <br />
