THURSDAY, SEPTEMBER 7. 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, September 7, 1995 in the Council Chamber, City Hall, <br />beginning at 11:00 A.M. All members of Council were present: George <br />B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. <br />Gene Teague; and Clyde L. Williams. <br /> <br />1 <br /> <br />After the invocation, Council heard a presentation from James Tobin, <br />Executive Director of the Piedmont Regional Community Services Board, <br />regarding the organization, status, current activities and future plans <br />for the Community Services Board. Also present were City-appointed <br />Board members Sylvia Smith and Raymond Dietz. <br /> <br />Mr. Tobin reviewed the Board's organization and summarized services <br />provided to Martinsville residents. During this discussion, he <br />responded to numerous questions from the members of Council regarding <br />specific aspects of the presentation. Mr. Tobin reviewed the results <br />of an internal reorganization effort which had been undertaken. The <br />Board intends to move away from the "Disability Model" (consisting of <br />mental health services, mental retardation services and substance abuse <br />services) to a structure in which services will be provided in three <br />areas: clinical services, community support services, and children/ <br />prevention. <br /> <br />A discussion was held on the recommendations of the State's advisory <br />committee on long-term care for disabled and aging populations. Under <br />the proposals, "each local government body, or combination thereof, <br />should identify and support a mechanism to provide a network of <br />connected, collaborative care planning, authorizing and delivery <br /> <br /> <br />
