THURSDAY, OCTOBER 1, 1998 <br /> $76,000, including benefits, all of which to be provided within the current budget, and an annual impact in FY <br /> <br /> 99-2000 of approximately $138,000. Further discussion then ensued concerning the timing of the proposed <br /> action, and Council's consensus was that in spite of the unfortunate timing the right thing needed to be done. <br /> Council Member Roop stated that in addition to these actions other measures needed to be taken at some <br /> <br />./~' point to provide added training step improvements, Merit Pay, and better tomparables on vm'-ious positions. <br /> Vice-Mayor Teague noted that the City is fundamentally a service organization, and the citizens have a high <br /> quality of service expectation that must continue to be met. Council Member Dallas asked if all employees <br /> might be guaranteed some increase through the process, and Mr. Reynolds stated that he had already <br /> provided for a minimum of not less than a 2% increase for all employees on December 1, 1998. Mayor <br /> Crabtree then confirmed that no action was required by Council in order for Mr. Reynolds to carry out his <br /> measures on October 1, 1998. He also asked if School Superintendent Dr. Ira Trollinger had similar plans for <br /> such adjustments, to which Mr. Reynolds replied that he was free to do so within his budget, just as he had <br /> done. <br /> <br />Council next considered the need to meet in Executive Session. In accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by unanimous <br />recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: <br /> <br />The condition, acquisition or use of real property for public purpose, as authorized by <br />Subsection 3. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those <br />business matters identified in the motion convening the Executive Session were heard, discussed, or <br />considered during said Session. <br /> <br /> <br />
