MONDAY, SEPTEMBER 14, 1998 <br /> <br />A Special Call meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. Crabtree <br /> <br />presiding, was held Monday, September 14, 1998, in the Council Chamber, City Hall, beginning at 5:00 P.M, <br />The following members of Council were present: Mark A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; <br />Bruce H.T. Dallas, Elizabeth H. Haskell and Terry L. Roop. <br /> <br />Council had only one item to consider, a Personnel matter. <br /> <br />Council considered the need to meet in Executive Session, and, in accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by unanimous <br />recorded vote, with all members of Council present and voting, Council convened in Executive Session for the <br />purpose of discussing the following matter: (A.) A Personnel matter under the jurisdiction of City Council, as <br />authorized by Subsection 1. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that ( 1 ) only public business <br />matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those <br />business matters identified in the motion convening the Executive Session were heard, discussed, or <br />considered during said Session. <br /> <br />Following their return to open meeting Council read the following statement into the record: <br /> <br />Statement of Martinsville City Council <br /> <br />Council recognizes that Earl Reynolds' personal financial condition has become a concern for some <br />individuals in the community. City Manager Earl Reynolds has openly discussed with City Council the <br />circumstances related to his personal financial situation. Chapter 13 provides individual citizens with the <br />opportunity to reorganize their debts. Mr. Reynolds is doing just that. The City of Martinsville's financial <br />condition is sound and is well managed by the Administration, the Finance Department and the Treasurer. <br /> <br /> <br />
