j.08 <br /> THURSDAY, JULY 16, 1998 <br /> <br /> Spruce Street. He further recommended that Brookdale be made one-way, West-bound only, at the crossover <br /> <br /> to Spruce Street. Considerable discussion then occurred among Council Members and Commission members <br /> concerning the probability of significant new development and growth in the activity within the study area, <br /> and the further impact this growth would have on traffic flow and patterns. Speeds and speed enforcement, <br /> as well as the issues of large trucks using the area were also discussed. Vice-Mayor Teague noted that this <br /> area had become a major thoroughfare into and out of the City, and Mr. Cress suggested that in light of this <br /> fact and anticipated growth the City might wish to consider closing off Windsor Street at Spruce Street, to <br /> reduce problems there. City Manager Earl Reynolds asked if there was any merit to adding other signals <br /> further west on Brookdale, noting concern about trRffic at the intersection of Brookdale Street and Fisher <br /> Street, where a large number of heavy trucks and City vehicles must enter and exit Brookdale each day. <br /> Commission Chairman David Ashwell observed that the entire area needed to be carefully examined and <br /> planned for future development, and Mr. Reynolds agreed, stating that the Traffic Safety Commission needed <br /> to be directly involved in this planning process. Mr. Reynolds also mention the possible advent of service <br /> roads as an alternative to help avoid future traffic problems as more development occurs. Mayor Crabtree <br /> noted that although there were challenges it was good to have traffic flow and development occurring, which <br /> demonstrated the economic health of the City. Vice-Mayor Teagne then asked if it was the Commission' s <br /> intention to recommend the installation of a traffic signal at the intersection of Brookdale and Sprucedale, and <br /> Chairman Ashwell put this item before the Commission members present. The Commission then voted <br /> unanimously to recommend to City Council that a traffic signal be installed at the intersection of Brookdale, <br /> Sprucedale, and the entrance to the Spruce Street Station Shopping Center. Mr. Reynolds asked if it would <br /> also be acceptable to Council to move ahead on the installation of a traffic signal at the intersection of <br /> Brookdale and Fisher Street, and was told to do so. Mr. Leon Towarnieki, Director of Public Works stated <br /> that recommendations for the installation of the traffic signals discussed would be provided to Council at their <br /> next regular meeting. <br /> <br /> <br />
