THURSDAY, JUNE 4, 1998 <br />trees, creation of larger holes for the trees and the planting of appropriate ground cover, the variety of ground <br /> <br />cover plants to be used, and the creation of additional green spaces where possible and appropriate. He then <br />noted that the plan presented was designed to be implemented over a ten-year period for affordability, but <br />that it could be done in a shorter time frame firesources were available. He then showed drawings and <br />graphics which depicted the Master Plan in detail, and answered a variety of questions concerning plan <br />implementation and the results that could be expected in terms of final product, maintenance and other <br />considerations. Mr. Earl Reynolds, Jr., City Manager, noted that although the maintenance requirements for <br />the resultant project would be greater his plan would be to apply improved technology to the situation in <br />order to avoid additional personnel costs. Mr. Urban noted that the typical cost per tree in such a plan would <br />be roughly equal to that of a typical street light, and that there were actually fewer trees in the proposed plan <br />than that which currently were in place. He also noted that the American Forestry Association had done <br />research which clearly showed the positive economic impact of the implementation of the type of <br />improvements proposed, and reminded Council that much of the work to be done could be accomplished with <br />City crews and, potentially, inmate labor. Mr. Urban added that the decorative lights in the Uptown were in <br />need of improvement too, in that the globes on the fixtures had yellowed, and should be replaced with brighter <br />fixtures that required fewer lumens to provide the needed light. Following the presentation Council agreed <br />that the Master Plan was a fine product deserving of implementation, and thanked Mr. Urban for his work. <br /> <br />There being no further business the meeting was adjourned. <br />Clerk of Council <br /> <br /> <br />
