TUESDAY, MAY 26, 1998

WHEREAS, the students of Ms. Carolyn Tumer's Middle School Class carried out an award
winning Community Problem Solving project to examine the issue of the need and potential for
Recycling in the City of Martinsville, and

WHEREAS, the findings of these students efforts clearly showed a strong interest within the
Martinsville community for greater recycling of waste and, specifically, interest in the potential
for curbside recycling, and

WHEREAS, such civic consciousness and dedication to the community at large is a quality which
deserves encouragement in the youth of the Martinsville community, now, therefore

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session
assembled May 26, 1998, that it does hereby commend the students of Ms. Carolyn Turner's
Middle School Class t~r their exemplary effort on behalf of the citizens of Martinsville, and
further does hereby endorse and support the concept of recycling, and specifically any efforts
which might result in a cost effective and environmentally responsible curbside recycling program
for the City.

Vice-Mayor Crabtree noted that the project done by the students had won second place in a
statewide competition, and that first and third place had also been won by Martinsville students.
Council agreed that a greater focus on recycling could save the community money over the
coming years, and Vice-Mayor Crabtree suggested that a future survey should ask residents if
they would be willing to pay a specific mount for curbside recycling.

Council next considered a report from a second group of students, Middle School Teacher Betsy
Ivey's Eighth Grade class, on their We the People Project sponsored by the Center for Civic
Education. It was noted that these students had placed first in the finals competition in
Richmond, Virginia, with their project on Homelessness in the Martinsville-Henry County area.
The students noted that their focus was on encouraging local government to raise awareness of
the homeless issue and how homelesshess affects the entire community. Their report noted that
there is no full~time shelter for the homeless in the area, that there was a need to keep existing
