THURSDAY, MAY 14, 1998 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor George <br /> <br />B. Adams, Jr., presiding, was held Thursday, May 14, 1998, in the Council Chamber, City Hall, beginning at <br />9:30 A.M. The purpose of the meeting was to consider the City' s FY 98/99 budget. All members of <br />Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice-Mayor; Bruce H.T. Dallas, <br />Elizabeth H. Haskell, and M. Gene Teague. <br /> <br />Mayor Adams opened the meeting. City Finance Director W.W. Bartlett distributed updated, anticipated <br />revenue projections to members of Council. This new information reduced the anticipated deficit for FY 98/99. <br /> <br />Mayor Adams announced the procedure for reviewing the City budget, with Council to begin with page one of <br />the proposed budget, and then proceeding through each section until complete. <br /> <br />Council opted to begin with the Social Services budget from page 82 since Social Services Director Joyce <br />Martin was present. Ms. Martin addressed Council stating that her department was requesting reductions from <br />the proposed budget, totaling $36,600. Ms. Martin explained less funds were needed due to a decision to leave <br />personnel salaries at the previous amount in lieu of increasing them, and less funds were needed for physical <br />expansions to the Social Services Building. Councilmembers amended the budget as requested by Ms. Martin. <br /> <br />An amendment was made to page 10 of the General Fund for the City Attorney' s budget. Upon motion, duly <br />seconded, and by unanimous vote, Council approved changing the line item "City Attorney" from $20,000 to <br />$21,500. <br /> <br />Council discussed the proposed budget of the Fire Department as per pages 24-25 of the General Fund. <br />Councilmember Teague asked about the effectiveness of the department's restmcturing that began in 1997. <br />Fire Chief Brock addressed Council. Mr. Brock explained to Council that one position was added to the Fire <br />Department in 1997 that was granted by Council. An Emergency Medical Services (EMS) Coordinator was <br /> <br /> <br />
