TUESDAY, MAY 12, 1998 <br /> <br />additional discussion on the security and control merits of the system and steps to be taken in the event of <br /> <br />abuse of the system by employees, and other examples of organizations in which such systems had been <br />successful and cost effective Council acted to approve the proposed amendment to the Purchasing Manual, by <br />unanimous vote. <br /> <br />Under items not on the Agenda, Mayor Adams stated that he had received two complaints about difficulties <br />with parking at the Jefferson Plaza businesses in Uptown. Ms. Gloria Hylton of 402 Second Street made the <br />suggestion on behalf of she and her neighbors that the City consider opening the closed end of First Street to <br />allow flow through of traffic, stating that this would improve the ability of emergency services to respond to <br />calls in that neighborhood. She also thanked City crews for resolving a water drainage problem on her <br />property, stating that both she and her mother were grateful for this assistance. <br /> <br />Council next considered the need to meet in Executive Session. In accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded~ and by unanimous <br />recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: <br />(A.) Personnel matters under the jurisdiction of City Council, as authorized by Subsection 1; and 0il.) <br />Appointments/Reappointments to various Boards/Commissions, as authorized by Subsection 1. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that ( 1 ) only public business <br />matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those <br />business matters identified in the motion convening the Executive Session were heard, discussed, or <br />considered during said Session. <br /> <br /> <br />
