THURSDAY, MAY 7, 1998 <br /> <br />some creative solutions worth considering, citing a composting operation as a possibility. Council Member <br /> <br />Teague agreed, stating that the City could be poised to arrive at a solution that would provide a viable and <br />cost effective approach for many years to come. The Mayor noted that a composting operation could also be <br />located on the current landfill site. Council Member HaskeH emphasized, however, that the City should still <br />think in terms of a regional solution, and continue to cooperate with Henry County. Council Member Teague <br />then asked how long it would take to complete a study of the current operation and various alternatives, and <br />was told it could be done in 60 to 90 days. Mr. Reynolds stated that the study would have a very strong <br />Cost/Revenue component, and that there would need to be a work session on policy objectives and analysis <br />criteria prior to the study implementation. He stated that funds were in the budget for such a study. Further <br />discussion then took place concerning landfill equipment purchases provided for in the upcoming budget, and <br />the manner in which the items would be purchased. No further discussion of the Landfill Budget took place. <br /> <br />Council next considered the need to meet in Executive Session. In accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA ( 1950, and as amended) and upon motion, duly seconded, and by unanimous <br />recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: <br />(~) Possible acquisition of real property for public purpose, as authorized by Subsection 3. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those <br />business matters identified in the motion convening the ExecutiVe Session were heard, discussed, or <br />considered. during said Session. <br /> <br />Following their return to open meeting Council took no action on the above Executive Session item. <br /> <br /> <br />
