THURSDAY, MAY 7, 1998 <br /> <br />explained that, due to the process by which the Compensation Board awards additional funded positions, it <br /> <br />would probably be quite some time before her office' s needs would be met by the State. Mayor Adams stated <br />that, due to workload issues, it would probably be necessary to fund the requested clerical position. Vice- <br />Mayor Crabtree asked that a report be prepared for Council showing the net local cost for the Commonwealth <br /> <br />Attorney's office over the past several years. <br /> <br />Council recessed for lunch at this time. <br /> <br />Council next considered the budget of Comprehensive Services. Mr. Bud Sedwick was present to answer <br />questions. When asked about an overall increase request of $6,000 Mr. Sedwick responded that part of these <br />funds were salary increases, but that the majority was for increases in cost of client care, which would be <br />reimbursed by the State if used. Mr. Reynolds commented that the Martinsville/Henry County/Patrick County <br />program had been noted as one of the most efficient and effective in the State. Mr. Sedwick then reviewed <br />the history of the program, citing that information from the base year of 1992 was used to provide funding <br />levels for all jurisdictions, with a consolidation of 8 different service functions into the present Comprehensive <br />Services approach. Mr. Sedwick went on to describe how the program uses review teams that determine the <br />needs of children and tries to provide them services in the most beneficial and effective manner. He stated <br />that the Martinsville program has an exceptional reputation for quality performance, frequently putting <br />children in cost effective local placements and getting better care while helping them locally. Mr. Sedwick <br />stated that the Martinsville program is run so well that it is often used as an example, and that they are <br />frequently called upon to train folks from other programs and areas. He also said that the program had been <br />so successful in placing kids in lower cost local settings that the State had reduced their funding by $153,000. <br />Mr. Sedwick stated that there were currently 36 Martinsville children receiving services, 44 Henry County <br />children, and 28 Patrick County children.
