THURSDAY, MAY 7, 1998

observed that problems are sometimes created when curb and gutter is installed in some locations, and Mayor

Adams noted that some residents simply do not want such improvements. Council Member Dallas stated that
most people he talked to wanted curb and gutter, and that residents on Onieda and Rahlway Streets needed
such improvements to help with water runoffproblems from Liberty Street, and noted similar problems on
Grandview Road. Mr. Towamicki also noted that there are numerous loaations in the City where developers
had put in their own water control measures and drain pipes over the years that are failing now and creating
major problems which the City was being called upon to resolve. The entire Council agreed at this point that
a work session to discuss these issues was warranted. Council Member Haskell noted that the City gets
numerous complaints and requests for improvements regarding curb and gutter work, and pointed out that the
City plans to spend $123,000 in local dollars on this in the coming fiscal year. Vice- Mayor Crabtree also
noted the importance of being aggressive in the use of State funds on such work, which can greatly leverage
the effect of local dollars, citing the example of the work to be done on the Southside of the City, to be
assisted with $300,000 in State funds. Other items discussed within the Public Works budget included
telecommunications improvements, facilities maintenance, infrastructure maintenance, and parks maintenance.
Council Member Teague noted a duplication of a cost figure under the Gateway Streetscape program, which
Wade Bartlett, Dkector of Finance, acknowledged and promised to correct. Mayor Adams questioned the
need to provide the requested $5,000 increase in the Gateway budget. Mr. Reynolds voiced his
recommendation of the increase for this organization, stating that he had been very pleased with the efforts of
Ms. Christiansen, the new Director, and that the funds would allow for the finish of the plantings on the
Bridge Street Overpass project. Council Member Dallas asked whether the Railroad, who owns the Bridge
Street overpass, would be willing to share the cost of this project. Mr. Reynolds stated that they would not.
In reply to a question from Vice-Mayor Crabtree Mr. Reynolds stated that funds to relocate the lines in the
overpass tunnel were in the proposed budget. There was no further discussion of the Public Works budget.
