WEDNESDAY, APRH, 29, 1998 <br />A special meeting of the Council of the City of MartinsviHe, Virginia, with Mayor George B. Adams, Jr. <br /> <br />presiding, was held Wednesday, April 29, 1998, in the Council Chamber, City Hall, beginning at 5:00 P.M. <br />The purpose of the special meeting was to hear presentations from various Agencies on their budget requests <br />relative to Council's overall Budget discussions. The following members of Council were present: George B. <br />Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice-Mayor, Bruce H. T. Dallas, Elizabeth H. Haskell, and <br /> <br />M. Gene Teague. <br /> <br />The first presentation on the Agenda was made by Mr. Lance Heater, Chairman of the Martinsville Uptown <br />Revitalization Association, on their budget request. Mr. Heater stated that the MURA organization was <br />planning oriented, using an eighteen-month planning horizon, and provided Council with copies of the Plan of <br />Work for the organization. Mr. Heater noted such items as the running of a mini-Grand Prix go-cart race, <br />expansion of their building facade grant program and the continuation of the Friday concert series as <br />highlights of the Work Plan for the coming year. He also noted that 30 Uptown properties had received <br />design services assistance from MURA's Main Street program activity. Mr. Heater characterized the <br />relationship between MURA and the City Administration as excellent and stated no additional needs. In <br />response to a question from Mayor Adams, Mr. Heater stated that all planters and benches for the Uptown <br />had been received, and they were waiting on the waste receptacles. Council Member Haskell asked about <br />progress on business recruitment and provision of Uptown residence opportunities. Mr. Heater stated that the <br />MURA Board was working on market analysis for the recruitment effort and that a survey of corporate <br />interest was being done on the residence issue, that would be shared with Uptown property owners. Council <br />Members Teague and Haskell expressed Council's appreciation for MURA's hard work and the results being <br />achieved. <br /> <br />The next presentation on Council' s Agenda was from the Citizens Against Family Violence' organization, <br />made by Director Lynn Wehlau.
