1G

TUESDAY, APR1L 28, 1998

Reynolds contimed this statement. Council Member Haskell then asked when the development plans for the

W. M. Basseli site would be ready, and Mr. Harned replied that they would be ready this summer. Council
Member Dallas then asked if the office space in the former Tultex building might be used to house City
government functions, and use some of the Note funds to renovate the space for that purpose. Mr. Harned
replied that he did not believe the building met current code requirements, and that compliance would present
significant challenges. There being no other speakers on the matter Mayor Adams called the Public Hearing
to a dose. Upon motion duly seconded, and by unanimous vote, on an emergency basis, the Note Ordinance
was adopted, in the form as attached to these minutes.

Council next considered a request by the Martinsville Area Disability Employment Network (MADEN) to
adopt a resolution endorsing their effort to obtain a grant from the Virginia Department of Rail and Public
Transportation for financial assistance to carry out a study on the potential for expanded public transportation
services in the region. Mr. George German spoke on behalf of MADEN and their request, stating that the
Council's approval of the Resolution would help them acquire technical assistance to carry out a study which
might result in a grant for public transportation. Mr. Gorman stated that both Henry County government and
the full Chamber of Commerce had endorsed the effort, and characterized the subject as a quality of life issue.
He noted that if a system should become established as a result of the effort it would be available to all
persons, not just those who are handicapped. Mr. Gorman stated that passage of the resolution would cost
the City nothing, but that future opportunities might require matching funds from the City if they chose to
support those opportunities. Council Member Teague asked if approval of the requested Resolution would be
considered as a commitment of future funds by the City, and was told that any funds needed would be
requested at a later date, but there was no commitment of funds at this time. Council Member Haskell stated
that this effort could assist in one of the greatest unmet needs in the community, with which Mr. Gorman
agreed. Mr. Teague stated that he would feel more comfortable knowing what level of effort they were
