TUESDAY, APRIL 28, 1998 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Tuesday, April 28, 1998, in the Council Chamber, City Hall, beginning at 7:00 <br />P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, <br />Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell and M. Gene Teague. <br /> <br />ARer the invocation, provided by Council Member Bruce H. T. Dallas, and followed by the Mayor's cordial <br />welcome to visitors present, Council approved, upon motion duly seconded, and by unanimous vote, the <br />minutes of its meetings of April 14, 1998, Special and Regular, and April 16, 1998. <br /> <br />Council next provided special recognition of Citizens and City Employees. Mr. Fred Martin and the members <br />of Fred Martin Associates were presented an Award of Merit as awarded by the Virginia Downtown <br />Development Association for improvements they have made to their buildings on Church and Main Streets in <br />the Martinsville Uptown area. Mr. Mikel Frazier, Electric Maintenance Field Supervisor in the City Electric <br />Department was presented with an Employee Suggestion Award in recognition of his suggestion which <br />improved practice and procedure on the transfer of utilities on behalf of other service providers whenever <br />poles are moved, on a fee basis. This procedure was cited as saving costs, reducing complaints, and reducing <br />the number of poles required. Mayor Adams cited Mr. Frazier's suggestion as an example of how city <br />employees help residents and businesses and Council Member Haskell remarked that such examples prompt <br />employees to think creatively. <br /> <br />Next on the agenda Council considered Business from the Floor. There were no speakers from the floor <br />under this item, however, Council Member Dallas took this opportunity to note that there was a continuing <br />problem with speeding traffic through the Kohler area. <br /> <br /> <br />
