Project Architects James and Larry <br />Strollo of Strollo, Inc. were introduced by Mr. Reeves, who then stated that the required Community Based <br />Corrections Plan for the project had been approved by the State and that the related Planning Study was <br />currently under review. Mr. Reeves stated that the purpose of the presentation on this occasion was simply to <br />keep Council up-to-date on the project. Mayor Adams asked if the Department of Corrections had committed <br />to funding their share of the project, and was told that final review of the Planning Study should result in their <br />commitment to fund 25% of an approved project cost. Mr. Reeve noted that Senator Roscoe Reynolds had <br />achieved approval of a bill in the most recent General Assembly Session that would provide for up to $2.2 <br />million in funding for the jail project in the next legislative session, depending upon the construction figure <br />approved by the Department of Corrections following their review of the Planning Study. Mr. Teague asked <br />whether there might be a commitment of funds by the State prior to a February 1999 construction start date, <br />and was told that all were hopeful that such a commitment would be in place. City Manager Reynolds related <br />the fact that no construction funding recommendation by the Department of Corrections had ever failed to be <br />approved by the General Assembly: Mr. Jim Strollo then proceeded to review elements of the projecti stating <br />the proposed location was still on the parking lot behind the Municipal Building and old jail, that <br />consideration was now being given to incorporating the recently constructed temporary incarceration facility <br />into the overall plan of the new facility, that the current construction estimate was $8.6 million, and that the <br />relocation of the Sheriff' s administrative spaces into the Municipal Building or old jail facility was now being <br />considered. The revised schedule for the project showed a ten month time flame for design development <br />which could potentially be shortened, and a construction schedule of sixteen to seventeen months. Cash flow <br />elements, fees and a construction draw down schedule was also shown. A grand total project cost of $9.6 <br />million was shown, as well as a list of expenditures already made from this estimated amount. Jim Strollo <br /> <br /> <br />
