].88 <br /> <br />· Creation of a <br />School Systems <br /> <br /> THURSDAY, MARCH 12, 1998 <br />thoughtful and careful process that will be separate from, but complimentary to that of the <br /> <br />· A process and dialogue which more effectively conveys Council's commitment of funds to the School <br />System to achieve better communication of Council' s policies <br /> <br />· Ways in which the Council and the School Board can work more effectively together in spite of State <br />mandates <br /> <br />· A budget process which prompts the School System and the Judicial System to become "owners" of the <br />process and active partners in discussion <br /> <br />· A budget process which more effectively communicates Council 's reasoning on resource allocations <br /> <br />· A process which avoids micro-management of City departments and functions <br /> <br />· A budget which will be more objective-oriented, so that resource deployment is reviewed with program <br />objectives as the basis of decisions <br /> <br />· A budget process which essentially avoids line item review of budgets, unless a department or activity <br />budget changes more than 2% in its bottom line amount <br /> <br />· A budget process which assesses the impact of mid-fiscal year decisions by Council on unbudgeted <br />expenditures, re-appropriations, unanticipated revenues, grant oppommities and other similar changes <br /> <br />· Documentation of good decisions by City staff through the course of each fiscal year which have resulted <br />in savings to the City, or expense avoidance <br /> <br />· A budget process which engages outside agencies in a meaningful dialogue and provides them guidance <br />on Council policies and useful information for Council on their activities <br /> <br />· Information on how the current level of resources and support for Martinsville City functions and those of <br />outside agencies compares with that of similar functions and activities in other communities <br /> <br />· Information concerning the relationship between City taxpayer support of outside agencies relative to <br />services provided by those agencies to City residents <br /> <br /> <br />
