TI~URSDAY, MARCI~ 12, 1998 <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Thursday, March 12, 1998, at the Gallery I Meeting Room, Memorial <br />Boulevard, City of Martinsville, beginning at 9:00 A.M. The purpose of the meeting was a Council/City Staff <br />Pro-Budget Work Session. The following members of Council were present: George B. Adams, Jr., Mayor; <br />Dr. Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. 6one Teague. City <br />Staff present included all department heads and other key members of the City Management Team. In <br />addition, Mr. David Blackman of Blackman and Associates was present to participate in the Session. <br /> <br />City Manager Earl B. Reynolds, Jr. began the meeting with introduction of all staff present, and took the <br />opportunity to hand out to Council copies of recent articles on the plight of cities in the Commonwealth of <br />Virginia. Mr. Reynolds noted that the issues discussed in the material related to the health of the entire <br />Commonwealth, and that if the cities fail the entire State will suffer. <br /> <br />Mr. Reynolds next stated the objective of the meeting, that of agreeing upon a strategy for the development <br /> <br />of the City's !998-99 Financial Resource and Program Plan. He noted that agreement would be sought on <br />Time Goals, Procedures, Format for Work Sessions, Program Predilections, ana Information to be gained. <br />Mr. Reynolds noted the difference between Issue Management versus Issue Res~olution, stating that in Issue <br />Management issues are not resolved, they are put off until crises force their re$"olution, and he emphasized <br /> <br />that the group present had to be oriented toward Issue Resolution. He also not:ed that this kind of effort <br />requires time, planning and resources, and that other jurisdictions in the State are amazed at how well the <br />City of Martinsville's Council and Staff do this kind of work together. He observed that the City of <br />Martinsville has a thinking, cognitive Council and Staff which work to create policies that feed directly into <br />programs that are carried out, a team of people who can do what is needed to resolve issues. Mr. Reynolds <br />went on to cite the critical importance of having the right staff, technology hardware and software in place to <br />support the Thinking Organization.
