THURSDAY, MARCH 5, 1998 <br />Upon reconvening Council took up discussion of plans for a joint City Council/City Staff Pre-Budget Work <br /> <br />Session~ proposed for 9:00 A.M., Thursday~ March 12, 1998. All members of Council agreed upon this time <br />and date. Mr. Reynolds then led a discussion of budget-related issues to be covered at this meeting. Council <br />reached agreement on the following: <br /> <br /> CIVIC/CULTURAL CONTPdBUTIONS <br /> <br /> · REVENUE FORECASTS <br /> <br /> · CAPITAL MAINTENANCE AND EQUIPMENT PURCHASES <br /> <br /> · MAJOR CAPITAL BUILDING AND REDEVELOPMENT PROJECTS <br /> <br /> · BUDGET CONSIDERATIONS FOR THE SCHOOL SYSTEM AND SOCIAL <br /> <br /> SERVICES <br /> <br /> · REVIEW OF CURRENT YEAR PROGRAMS AND BUDGETS AS ORIGINALLY <br /> APPROVED AND ASSESSMENT OF IMPACT OF MID-YEAR AMENDMENTS <br /> <br /> · CONSTITUTIONAL OFFICER~S ISSUES <br /> <br />Mr. Reynolds then encouraged all members of Council to focus on truly important issues and not become <br />preoccupied with minor items, and reminded them of the need to be conscious of time limitations for the <br />discussion. Ms. Haskell noted the importance of flaming the thought process on how past decisions have and <br />will affect the future. Mr. Reynolds noted that the City Managers in North Carolina don't do their budget <br />presentations until their State legislature acts upon the State budget, which is just the opposite from the <br />Virginia practice, and that the City Charter calls for him to present his budget to Council not later than April <br />1. Mr. Teague suggested that Council might wish to consider a charter change to amend the City' s process. <br />Mr. Reynolds noted that the State law requires that the School System receive its budget not later than May <br />3 1. Vice-Mayor Crabtree then asked if there will be a tie-in this year between the City' s Strategic Plan and <br />the budget, and Mr. Reynolds answered that there would be.
