THURSDAY, MARCIt 5, 1998 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Thursday, March 5, 1998, in the Council Chamber, City Hall, beginning at <br />11:00 A.M. The purpose of the meeting was a Work Session to receive a presentation on the results of a <br />recent Historic Architectural Survey of the City of Martinsville, done by professionals from Hill Studio, P.C. <br />of Roanoke, Virginia. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. <br />Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br /> Mr. David Reeves, Development Specialist with the City' s Community Development Department, began <br /> discussion with a brief history of the acquisition of the Virginia Department of Historic Resources Matching <br /> Grant, received in July of 1996, which funded the project. He noted that Hill Studio won the contract to do <br /> the survey in October of 1996, and that as additional funding became available the project scope was <br /> expanded in February 1997 to include the preparation of a National Register nomination form for a historic <br /> district in the Uptown Martinsville area. Mr. Reeves stated that the two primary project goals were to <br /> continue the process of strategic planning for the City and to assist in the overall economic development <br /> efforts of the City. Mr. Reeves then introduced Ms. Alison Blanton, Architectural Historian and Project <br /> Manager for Hill Studio. Ms. Blanton then introduced Ms. Ann Beckett of the Department of Historic <br /> Resources/Roanoke. Ms. Blanton stated that the process followed was a cost effective one in which the City <br /> began with a Preliminary Information Form to determine the possible eligibility of three areas for listing in <br /> the National Registry of Historic Places, followed by an expansion of the scope of the effort to include the <br /> <br />.,,,--, preparation of a National Register nomination form for a historic district in the Uptown Martinsville area. <br /> Ms. Blanton, who served as the general director of the survey and nomination project, thanked the other <br /> members of the project team, which included Mr. David Reeves, Ms. Krista Vannoy, Director of the <br /> Martinsville Uptown Revitalization Association, Dr. John Kern, Department of Historic Resources, and <br /> Helen Hill, Mary Zirkle, and Stacy Marshall, all of Hill Studio. Ms. Blanton then noted that three distinct <br /> historic districts had been discovered as a result of the survey effort, and stated that 119 buadings in what <br /> <br /> <br />
