C3 <br /> TUESDAY, FEBRUARY 24, 1998 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Tuesday, February 24, 1998, in the Council Chamber, City Hall, beginning at <br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, and M. Gene Teague. Council Member Elizabeth H. Haskell was <br />absent from this meeting, due to illness in her family. <br /> <br />After the invocation, provided by Council Member Dallas, and followed by the Mayor's cordial welcome to <br />visitors present, Council approved, upon motion duly seconded, and by unanimous vote, the minutes of its <br />meeting of February 10, 1998. <br /> <br />Next on the agenda Council considered special recognition items related to retiring City staff and the Police <br />Department. The two retiring City staff members due to receive stipend checks were Mr. Jack D. Plaster and <br />Mr. John B. Jamison, both Mechanics in the Public Works Department, but neither were present to receive <br />recognition. <br /> <br /> Council then moved on to the presentation of an award of accreditation to the Police Department, given by <br /> the Virginia Law Enforcement Professional Standards Commission (VLEPS). Mr. Ernie O. Boyle of the <br /> Department of Criminal Justice Services provided Council with a brief history of the State accreditation <br /> program, stating that consideration of these standards began four and one half years ago, and that the <br /> <br />~--,,. standards themselves were issued two years ago. The Executive Board established two hundred and ten <br /> standards, and Mr. Boyle noted that the Martinsville Police Department had achieved compliance with every <br /> applicable standard required. Mr. Boyle noted that these standards were specific to Virginia law enforcement <br /> agencies, thus representing a peer review process, and that compliance was voluntary. He also noted that <br /> there was a risk involved in possible failure to meet these standards once the process had begun, but that Chief <br /> David Edwards and his staff had done very well, and that the assessment team "couldn't stop praising the <br /> <br /> <br />
