TUESDAY, FEBRUARY 10, 1998 <br /> <br />Under items not on the Agenda, Mayor Adams noted an invitation from School Board Member Dr. William <br />Shackleford for a member of Council to attend a School-to-Work Seminar in April, in Indianapolis, Indiana. <br />Vice-Mayor Crabtree agreed that at least one member of Council should attend this program. Mayor Adams <br />also noted the latest letter from Mayor James Eason of Hampton, Virginia, who is asking that all jurisdictions <br />in the Commonwealth join in pushing for the State Legislature to live up to its promise of full funding of 599 <br />Funds. Mrs. Haskell also noted the good work Mayor Eason is doing, citing a recent editorial letter in the <br />Richmond Times-Dispatch.. She also noted legislation recently submitted to extend the moratorium on <br />annexation by cities, and cited the fact that the State Legislature has done a great deal to make it very <br />difficult for cities and counties to work together effectively. <br /> <br />Council next considered the need to meet in Executive Session. In accordance with Section 2.1-344 (A) of <br />the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by unanimous <br />recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: <br />(A) Appointments/Re-appointments to various Boards/Commissions, as authorized by Subsection 1.; (B.) A <br />prospective business or industry or expansion of an existing business or industry where no previous <br />announcement has been made of the business' or industry's interest in locating or expanding its facilities in the <br />community, as authorized by Subsection 5; (C.) A possible acquisition of property for public use, as authorized <br />by Subsection 3; and (D.) Consultation with legal counsel, as authorized by Subsection 7. <br /> <br />At the conclusion of this Executive Session, each member of Council certified that (1) only public business <br />matters exempt from open meeting requirements were discussed in said executive session; and (2) only those <br />business matters identified in the motion convening the Executive Session were heard, discussed, or <br />considered during said Session. <br /> <br /> <br />
