TUESDAY, JANUARY 27, 1998 <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr., presiding, was held Tuesday, January 27, 1998, in the Council Chamber, City Hall, beginning at <br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell, and M. Gene Teague. <br /> <br />After the invocation, provided by Mayor Adams, and followed by the Mayor' s cordial welcome to visitors <br />present, Council approved, upon motion duly seconded, and by unanimous vote, the minutes of its meetings <br />of January 6 and January 8, 1998. <br /> <br />With regard to the next item on Council' s Agenda, Business from the Floor, Mayor Adams took this time to <br />make a number of observations about his period of service on City Council. He noted that City government <br />had become more efficient and effective during this time, praised the high quality of elected officials and City <br />staff with whom he had been fortunate enough to serve, and also observed that many able replacements had <br />been found when vacancies had occurred. The Mayor stated that service on the Council had been an <br />experience he had enjoyed very much, and hoped that other willing and able members of the Martinsville <br />community would step forward and take up the call of elected service in the future. Mayor Adams then <br />announced his intention not to run for another term of office in the upcoming May elections, and wished the <br />community, Council and staff well in their efforts to carry the City forward. There were no other speakers <br />under Business from the Floor. <br /> <br />Council next considered the need to conduct a public hearing on a request from Adkins Construction <br />Corporation for an extension of its Special Use Permit for construction at Royal Oaks Townhouses at 1810 <br />Spruce Street. Mr. Wayne Knox, Planning, Zoning and Housing Manager, provided a historic review of the <br />activity related to the Royal Oaks project, and noted that the City Planning Commission voted in favor of <br /> <br /> <br />
