In addition, lack of activities and entertainment in the <br />Uptown, unclear perceptions of the geographic boundaries of the area, needed reductions of the perceived <br />boundaries, and distinctions in signage, building facades, window displays and other elements were all <br />characterized as elements in need of improvement. Dr. Hensley then listed ten recommendations for the <br />community's consideration, as follows: <br /> <br /> 1. The Martinsville Uptown Revitalization Association must decide upon its mission, and <br /> create a unified front in expressing its needs. <br /> <br /> 2. A smaller physical area should be designated as Uptown, so that more focused and <br /> concentrated efforts can be applied to its improvement. <br /> <br /> 3. Efforts to enhance community ambiance with emphasis on physical improvements related <br /> to historical character elements should be applied. <br /> <br /> 4. Joint advertising and greater uniformity in signage, landscaping, and seasonal window <br /> displays should be emphasized, for a small town feel. <br /> <br /> 5. Smaller and more regular Uptown event campaigns should be initiated. <br /> <br /> 6. Greater uniformity in business hours should be achieved, and business hours should be <br /> expanded. <br /> <br /> 7. The farmers market should be reorganized and publicized, and regular operating hours for <br /> the market should be established. <br /> <br /> 8. Increased financial and technical support for business owners should be established. <br /> <br /> 9. Main Street and Fayette Street should receive greater development attention. <br /> <br /> 10. A shopping environment distinctly different from that found in area shopping malls must be <br /> established, with a variety of specialty shops offering items that cannot be bought <br /> elsewhere. <br /> <br /> <br />
