TUESDAY, NOVEMBER 25, 1997 <br /> A special and duly-called joint meeting of the Council of the City of Martinsville, Virginia, and the City <br /> <br /> School Board of Martinsville, with Vice-Mayor Mark A. Crabtree and Board Chairman Judith K. Matthews <br /> presiding, was held Tuesday, November 25, 1997, in the Albert Harris Elementary School Auditorium, <br /> beginning at 5:00 P. M. The purpose of the meeting was a Public Information Session on the Albert Harris <br /> <br />~", Elementary School Project. The following members of Council were present: Vice-Mayor Dr. Mark A. <br /> Crabtree, Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. Mayor George B. Adams, Jr. was <br /> absent due to illness. The following members of the School Board were present: Chairman Judith K. <br /> Matthews; Vice-Chairman Rev. William A. Shackleford; James H. Johnson, Jr.; and Benfie F. Gray, Jr.. Mr. <br /> Charles Davies was absent. <br /> <br />Following Vice-Mayor Crabtree's and Chairman Matthews' call to order, Superintendent of Schools Dr. Ira <br />A. Trollinger began the presentation with a review of the history of school planning efforts to bring those <br />present up to date on the process leading to the Albert Harris Project. Dr. Trollinger reviewed the results of <br />the 1992 School Facilities Needs Study which, among other things, recommended the renovation of Albert <br />Harris Elementary School. He then noted some of the other recommendations that had been achieved, <br />including the renovation and upgrade of the old junior high school to a new middle school, the study of a new <br />spectator gymnasium, and the initiation of the first year of a five year Capital Improvement Plan. Dr. <br />Trollinger then reviewed the elements of a study of the Albert Harris Elementary School, and the options that <br />had been considered with regard to improvements to that facility. Options considered had included complete <br />renovation of the existing facility, construction of an entirely new facility, and construction of a new facility <br />with continued use of the large gymnasium in the existing facility. Dr. Trollinger stated that a number of <br />factors had finally resulted in the recommendation by the Project Committee that the construction of an <br />entirely new school was the right path to follow. These factors included a faster time line on the project <br />schedule, no need for temporary facilities for classes during construction, less disruption of ongoing <br />educational programs, reduced safety concerns, fewer phasing requirements in construction process and <br /> <br /> <br />
