TItURSDAY, NOVEMBER 6, 1997 <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Thursday, November 6, 1997, in the Lower Level Conference Room, City <br />Hall, beginning at 11:00 A.M. The purpose of the meeting was a Work Session on local transportation issues. <br />The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice- <br />Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />Also present for this meeting were numerous staff members from the Virginia Department of Transportation, <br />(VDOT), who came prepared to discuss the Liberty/Clearview intersection project and other related issues. <br />Joining them were representatives of the private firm of Florence and Hutcheson, Inc., engineers on the <br />project. <br /> <br />Mr. Marvin Tart, of VDOT, began the discussion by stating that he understood that the City wished to <br />accomplish the widening of Liberty St. to four lanes within the context of the improvements to the <br />intersection, and assured the City that the intersection improvements could be done with the widening effort in <br />mind for the future. He also stated that all necessary survey work had been completed in the area of the <br />intersection.' Councilmember Teague then noted the actual boundaries of the project, as stated in a Resolution <br />of the Council passed in November of 1995, which included the widening in question. Vice-Mayor Crabtree <br />then reinforced the imperative to accomplish all the necessary work as soon as possible, so as not to <br />jeopardize the City' s ability to accomplish its economic development plans in the area, and meet necessary <br />requirements for an approved VDOT Industrial Access Grant. Councilmember Haskell further emphasized <br />the need to complete all survey work in a timely fashion, in light of VDOT's new awareness of the scope of <br />the project as stated in the 1995 Council Resolution. Mr. Scott Hollis assured Council that such a delay <br />would not occur. VDOT staff went on to state that construction was set to begin on the intersection <br />improvements in November of 2000, and that all necessary funds were available. Vice-Mayor Crabtree then <br />stated that this would be far too long a wait, and Councilmember Haskell asked what could be done to speed <br /> <br /> <br />
