TUESDAY, OCTOBER 28, 1997 <br /> <br /> HUD officials had already been held. Councilmember Teague noted that this is the first step in a lengthy <br /> <br /> process. In response to Councilmember Haskell's question about the schedule for the project, Mr. Reynolds <br /> stated that the first neighborhood meetings would begin on November 3, 1997, and that door-to-door surveys <br /> <br /> would begin about the same time. Following this needs determination process a needs statement would be <br /> <br />~'~ubmitted about March of 1999. Mr. Reynolds stated that although the City could technically submit a grant <br /> application as early as March, 1998, he did not believe the City would be ready to do so, due to the need to <br /> finish out the existing grant in a proper manner and the need to submit a carefully prepared grant application. <br /> Councilmember Haskell then asked what the City would have to do to be able to submit a new application in <br /> March of 1998. Mr. Reynolds replied that at least 75% of the current grant funds would have to be expended <br /> by that date, and felt the City would be well short of that requirement at that time. Mr. Reynolds stated that he <br /> felt the earliest the City would be able to begin activity following approval of the new grant would be November <br /> of 1999. Vice-Mayor Crabtree stated that this would make for a very tight schedule. Councilmember Teague <br /> then asked when the last grant, prior to the Massey/Endless grant, had been. done. Councilmember Dallas stated <br /> that he recalled a grant for work on Pine Hall Road in the 1970' s. Councilmember Haskell asked what the <br /> probable future of Federal funds for such projects was, to which Mr. Knox replied that such funds were <br /> diminishing and much more difficult to compete for each year. Consequently, he stated,. it is good that the City <br /> had such a good track record with CDBG Projects. Councilmember Haskell then observed that these grants <br /> were something of an art form, and that Mr. Knox is a marvelous artist. Upon motion duly seconded, and by <br /> <br /> unanimous approval, Council voted to accept $16,000 in funds from the Virginia Department of Housing and <br />/~-Cl ommunity Development into Revenue Account 05-000500-3320100--Southside Planning Cvrant, and <br /> <br /> appropriate same for expenditure into Accounts 05-810500-3002000--Professional Services, Account 05- <br /> 810500-3002030--Audit Close-out and 05-810500-3007000--Advertising in the Housing Fund. <br /> <br />Council next considered a request by the Martinsville-Henry County SPCA to provide a presentation on the <br />new Department of Motor Vehicles license plate program that will provide funds to localities for a cat and dog <br /> <br /> <br />
