TUESDAY, OCTOBER 28, 1997' <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr., presiding, was held Tuesday, October 28, 1997, in the Council Chamber, City Hall, beginning at <br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell, and M. Gene Teague. <br /> <br />After the invocation, provided by Councilmember M. Gene Teague, and followed by Mayor Adams' cordial <br />welcome to visitors present, Council approved, upon motion duly seconded, and by unanimous vote, the <br />minutes of its meeting of October 14, 1997, as corrected. <br /> <br />Mayor Adams next opened the meeting to Business from the Floor. Ms. Betty McDowell came <br />forward to thank Vice-Mayor Crabtree for his recent assistance in helping her deal with a <br />media situation. She also expressed her appreciation for the improvements the City has <br />accomplished in the clean up of a house and property at 117 Moss Street. Mr. Byron Corcoran <br />also came forward to express his sincere appreciation to the City, and in particular Vice - <br />Mayor Crabtree, Dewey Cashwell, Tom Harned and City Manager Earl Reynolds for the <br />warm welcome extended by City officials and staff during the prior week to the Bela BaRok <br />Choir and University Orchestra, from Hungary, who were visiting and performing in <br />Martinsville. As there were no other speakers from the floor, Mayor Adams closed this <br />section of the agenda. <br /> <br />Council next considered the conduction of a Public Heating on an amendment to the City Charter that would <br />enable the City Council to establish Design Overlay Districts. Upon request from Councilmember Haskell, <br /> <br />Mr. Wayne Knox, City Planning, Zoning and Housing Manager, summarized the intent and use of such <br />districts. Mr. Knox stated that these ove~ay districts were a tool to enable citizens to exel~cise more control <br /> <br /> <br />
