TUESDAY, OCTOBER 14, 1997 <br /> <br />observed that there might be real value in having an executive summary of these reports in the future, written <br /> <br />in lay terms for the benefit of the general public, with some statement of the general financial health of the <br />City Government. Vice-Mayor Crabtree observed that the report showed that the City was clearly able to pay <br />it's debts. <br /> <br />Under items not on the agenda, Mayor Adams showed Council a copy of a report from the Virginia Education <br />Association entitled Real Estate Taxes and True Values in Vir~nia. 1995. The Mayor stated that this report <br />showed that, even though the City of Martinsville was ranked relatively low in terms of its ability to contribute <br />local dollars to education costs, it was, nevertheless, ranked second in the State in terms of its financial effort <br />toward that purpose, demonstrating that the City is doing really well in its support of education. He also <br />pointed out that the figures shown did not capture capital improvements contributions, which would add <br />significantly to the City's overall effort. The other members of Council agreed with the Mayor' s assessment <br />of the figures shown, and thanked him for bringing this information to their attention. <br /> <br />Council next considered a request from the Commonwealth's Attorney to re-appropriate $687 in unspent <br />State Forfeited Asset funds in his FY96-97 budget to his FY97-98 budget. Upon motion duly seconded, and <br />by unanimous vote, Council approved the requested re-appropriation, funds to be drawn from Account # 01- <br />000500-8205000, Contribution from Fund Balance, FY96-97 General Fund to the FY97-98 General Fund <br />Budget for expenditure in Account # 01-220100-5415007, Confiscated Assets/State. <br /> <br />Under other items not on the agenda, Vice-Mayor Crabtree congratulated Councilmember Haskell on the <br />success of the new Breast Care Center Project at Memorial Hospital of Martinsville & Henry County and her <br />involvement in the effort. Mrs. Gloria Hylton, in the audience, thanked Council and others responsible for the <br />new plantings that now beautify the intersection of Memorial Boulevard and Fayette Street. She also asked <br />whether the old planters that had been replaced in the Uptown could be refurbished. Mr. Tom Harned of the <br /> <br /> <br />
